Looking everywhere for an answer on this. There are services like xteve but can't see how to set up when PMS is running from Nvidia Shield. Any help?

What's the channels app? Not to fussed about recording but I wanted something better than stbemu or IPTV pro I have used before
I have tried a few plugins. I don't have the name of the other one right now but I'm close to getting telly working.
I finally got emby working pretty well.
If you use smoothstreams... You can run smoothstreams proxy on shield and then that will feed Plex. Not sure how well it would work, but technically that's all you need, or at least the desktop version of ssproxy acts as a Plex pvr proxy. Alternatively a lot of poeple use the proxy software with perfect player which works really well. All of this relies on you having a SS account with one of their sites.. mma-tv being the only open site. Of course their site is primarily sport focused.
emby is a better/easier option for this
you run xteve on some other device, like a server or a computer (NAS, raspberry pi or whatever) and that just pulls in you m3u file and broadcasts as a compatible tuner system like hdhomerun. You then just set up that 'tuner' in plex and you're good to go.
You may be able to run xteve on the shield but I doubt it.
The channels app on the shield TV is pretty solid though
