So I tried asking my co-worker and he said he couldn't tell me because it's his friend that runs it. I took a picture of him using it and figured someone here could figure it out.
Update: It's StarTv I seen the icon and name before he opened the app.
Hard to tell with that photo and him scrolling through channels. The apk doesn't look familiar. So how we can find out is by what kind of symbol or watermark the provider puts on the stream. So next time hes watching have him go to a more specific channel that's not so common. Ie, hallmark channel, nick jr, national geographic. Those most of the time will have a watermark in a corner, if you can describe the watermark we can easily tell who the provider is. If none do then we can figure out some other options potentially. Hope this helps.
