Going in to IPTV with an intense/obsessed focus on the day 1 saving potential might as well be begging for somebody to come rip you off. If not in the very short term certainly the long one.
As already commented below, doing some research by reading around will be way more productive then simply asking somebody to tell you what to buy.
Using IPTV service is nice as it is cheap but you might get server issues etc during a fight/program that you are using. Is he going to be using an STB or through kodi? How many tvs does he need to access them?
I switched from vaders to tnt and couldnt be happier. Researching for a backup myself.
Brother if your interested I sell 5 services and all with trials I can let you try each one and u make ur own judgements, I'm not married to any haha so I can guide u as unbiased as possible.
Definitely look for free trials to check stream reliability(buffering, ISP issues that might require VPN, does he have unlimited bandwidth?) and find a good device, probably a MAG256 or something like a Z7+ which is what my parents use (I've told them and they don't turn off the box :/ , but with unlimited bandwidth it doesn't matter here anyways).
but, if for some reason you stick with IPTV , research it
Recomend is to get a monthly subscription

Do what I did. Research. It's a pain but all you're going to get is a billion answers about how great or how crappy different providers, people telling you to test a number of services to determine what you like, and resellers filling your inbox with "deals".
