I don’t see why not. Specs look good how they got all that power on a stick is quite remarkable. I wouldn’t expect much difference on your IPTV though
The original firestick works perfectly for IPTV. So I'm guessing this new one will also..
The "new firestick" is not a replacement for original firestick, It's a replacement for fire TV box, So I may find some apps try to side load using downloader app won't work like it currently does on fire TV box

Can I not just use iptv app on my smart tv and connect Ethernet cable to it ?

A lot of our customers use Firesticks and alike for IPTV. No issues whatsoever. There an easier solution for IPTV but if you like to tinker and or customise your IPTV subscription then get a proper box :)
I would most def take that deal. The fire stick is so much more useful than the chromecast and the new fire stick voice remote control even has IR to control tv power and volume.
Nobody can say how it will work exactly since it's unreleased, but as far as I can gather from the specs it's a beast: quad core 1.7 GHz CPU and 1.5 GB ddr4 RAM (!)
I predict the fire stick 4k will make many other streaming devices obsolete
I use the IPTV Extreme app with a FireTV Gen 2, Gen 3 and a couple Firestick Gen 2s with no issues. I'm currently testing that app with the new Jetstream Android TV box and it seems to work fine too. The Jetstream has similar hardware specs to the Mi Box S except that it has 2 USB ports, an SD card slot, and an Ethernet port. Think Walmart is an exclusive seller of it and it's running at $69, so basically $10 more than the Mi Box S for the extra ports..

So basically you want to spend/commit as little as utterly possible on a device you'll likely spend countless hours using, and have somebody tell you that will end up being good idea. It probably won't. Especially since that "new" firestick essentially just amounts to putting lipstick on a pig imo. But that being said:
It'll work, but the well part is going to be very subjective and the device choice pick in itself is prone to a fairly large amount of potential user error.
