For M3U services, IPTV Smarters works for a lot of people since its pretty user friendly but more advanced options are ProgTV (my favorite), IPTV Extreme, and Perfect Player.
Yeah you can, that's what I use. It's just not as pretty as other cheaper alternatives but more versatile than an box specifically made for iptv.
If you have the shield already I say use it. If not, maybe figure out your main uses first.

I just got one today. I use beasttv and use their app which I believe is a beast branded Smarters IPTV app. There is almost no delay when changing the channels. The epg loads up fast. I also got this beacsue it plays Netflix and prime video in HD and the remote it comes with works very well in all 3 apps I mentioned.
It's much smoother and faster than the M8S Pro L that it replaced.
