Try deleting the app and reinstalling it sometimes it doesn't update correctly hope this helps

Do you have hardware or software acceleration in the SIPTV options?

Are you hardwired or using WiFi? Hardwired from the router is the better choice. I use SIPTV on my Samsung, and have no buffering.

Just use /r/MyIPTVApp Search for MyIPTV Player at the play store, it's much better

Use HLS stream instead

go into android settings ... apps.. smartiptv.. clear cache..

seems to work for me ..

you could also try iptv smarters or iptv extreme apps for android.
