I’ve tested them all. Cheap boxes, formulers, Shield. Settled on Shields. Far superior. Also tested 4K fire stick as a cheap option. Surprisingly good.
I have used all types of boxes over the years and since got my shield nothing compares to it
Personally I’m a big fan of the Amazon Firestick. Android but streamlined for TV with a very user friendly remote control.
Best is probably the shield but I just have a cheapo 4K firestick and it works pretty well with my iptv provider (helix).
Just avoid the cheap Android boxes. The specs look good and they work ok when new but they don’t last. I’ve bought a few over the years (low price is always sooooo tempting) but they always freeze out within a year. Rather buy one of the more expensive brand names and it will outlast 3 or 4 cheap boxes.
I've found any with 2gb + 16gb handle it fine

I'm very very tempted by the shield, and will probably buckle and buy one soon (rumours of an upgraded processor in the works is holding me back). In the meantime however, it's hard to knock the 4k Firestick. Very impressive given the price. In fact, I have to admit that the non-4k 2nd gen handles IPTV quite easily too, as well as a number of streaming apps. I would definitely recommend.

What’s the best app for the shield in your opinion? I am using PP for eternal and smooth streams.
my cheap T9 running Android 8.1 (4GB RAM 64GB) works fine for IPTV.
First choice Shield TV second best Fire Stick 4K. My favourite app Smart IPTV

But as your question is best box for IPTV then the Formuler z7+ is the no brainer choice
The IPTV app on this box is the closest you will get to a cable like experience, its superb
A lot of good deals on gearbest or aliexpress. I am running different ones on each TV and all of them work fine.
Some will say Shield. Honestly my Sony TV handles IPTV clients just fine.
Odroid Xu4 is probably faster than an Nvidia shield, since it uses a newer processor. I'd also assume it could transcode anything you wanted to watch pretty easily.
