if its a free or hacked account then yes... you get buffering and pausing etc. too many people using it.

Depends on whether they are hosting g the streams.
The answer is a definite YES. Absolutely it does. Take Vader Streams as an example. They used to be good but have since become one of the top selling IPTV services. Their servers can not support the number of customers they have picked up and there is a lot of buffering now.. And besides that. I have never heard of a reliable IPTV provider that doesn't have buffering. So I am sure what the other people answering are talking about??
Even if you have a somewhat reliable source if the channel you are watching is popular - for ex. PPV boxing evnt pacquiao vs broner and everyone tunes in. The multiple streams will overload the server of the host and then start to buffer. No one will be able to watch. The provider does not account for this surge too well unlike a NETFLIX of AMAZON that have much higher power equipment , technology, know-how to accommodate.
Somewhat, if the provider improves and increases the bandwidth, then the quality shouldn't suffer. If not, the same bandwidth is used by an ever rising number of people so yes, in this case, it would suffer
