I have used several services and most are great. I wan to explore adding my local channels to Kodi using IPTV playlist. I have tried to hookup a OTA to USB and created a mini server running debian and tvheadend. I was able to get the channels into kodi but had lots of problems.
How do I capture live tv and create a m3u list to put into Kodi to watch on multiple TVs at once?

Most of the devices can only tune 1 "channel" at time, because USB bandwidth limitations, if you want to tune the full spectrum either buy many dongles as many open channels you got, in the industry we use a dedicated IPTV streamer per 4 air channels and this equipment cost something like 1000 ~ 2000 USD so our headends look something like this https://i.ebayimg.com/images/g/JUwAAMXQjwVQ~PRY/s-l500.jpg
Haven't heard of tvheadend but you can put as many devices on linux and they are serialized in order to let this program to know that are many channels to be sent on IPTV, but honestly this is kind of pointless
