You can get better quality picture at lower fps. One thing to note is 1080 is just a resolution...I can take any source and put it 1080. In other words resolution is not the end all be all there are other factors...bitrate...encoding..ect... From my experience 60fps and good 720 feeds is the best you are gonna get although you will get streams that are 1080 60fps that will look very similar and sometimes even worse.
