Google ads someone explain please

If IPTV is illegal , and google ad words are so strict in there policy , how come i can see advertisements by google and even on facebook for IPTV providers :

There's plenty of shady ads on facebook and google. They'll be up until someone reports it.

Am not against iptv advertisements , i just against google policies ! they ban and unban , block and unblock without any reason , and a big proof of there unfair policy is these ads we see
