I am interested to know how illegal IP streaming setup boxes work? I am thinking that this is using similar technology as bit torrent with an updated/dynamic tracking file (to easily bring up/down source servers) and seeders (to distribute content). The setup boxes are leeches, but do not operate in a swarm network.

What you described is more like what Acestream does, where everyone joining a stream is contributing to that streams speed, completely different from what these type of IPTV services do. If it's one guy in the middle of the forest you're likely not to get a viewable stream.
With IPTV it's more like Twitch, someone (or multiple sources) somewhere is streaming all these TV channels to a server and you buy a subscription to this list of streams that's view able by these devices.
They are usually plugged into a electrical wall socket and have some LEDs. Thats all that is needed.
