I am very new to all this and can I add a .apk file to a Mag254, if so How?

You can't, if your provider support m3u only, you can add smart iptv portal to your mag, (siptv) to use m3u on your MAG

MAG devices are Linux based, not Android...so no, you can't add an apk to it unfortunately.
