Yes depending on the iptv service you get. Some iptvs are ip locked and some are not.
Yes. Simplest route is to stick it on a fire stick. I carry one with me when I’m working abroad. As it’s a fire stick 4K, it has enough power to run a vpn for when iptv gets blocked (depends on provider and isp). Hasn’t let me down yet.
I personally keep a 1st gen firestick in my car, so if I'm out somewhere and need it, good to go. But as others have mentioned, the provider you're using needs to not be IP locked, and then would also need to verify on how many connections can be concurrent while on different IPs.

Yes for most part can be ip locked and if mac connected its paired to that device so if your saying mobile then may not be best option to use mac connections additionally when going mobile if using multiple streams make sure to check your ip limits for certain services as some may only allow 1 up at a time or 2 at a time etc. But to answer yes but depends on service and sub type
