I've found Smoothstreams to have the least delay, the RMTP streams are around 10-15 seconds behind live.

30 sec to 1 and 2 min is average, depends on stream.

I’ve noticed, while watching sports, that Globe streams seem to have the least delay on the stream. So you’ll want a provider that supplies them.

There could be others, of course.

I’ve watching on Premium today Man City’s game on CBSHD and it had just 40secs delay. For $10 per month it’s a really good service.
