I am looking for an IPTV service with subtitle, mostly for US/CA channels (I know many US channels have CC, just that many IPTV services don't have CC from their sources). Vaders used to have this function in Kodi addon and Perfect Player.

Depends if encoders of channel enable and capture them, most US/CA dont have it, some UK does.
Try using tivimate and turn closed captions on in the settings, it works really well. I didn't get any subs while using other apps, but now it works (not on every channel, but still).
