I think is better for you to use usenet and sonarr for TV shows or radar for movies.
Just get a unlimited hot spot and watch live tv and show in your truck!

Yes, in my experience your best option is to plug in a settop box and record the channels. Then convert the data to m3u and scrape the EPG data from those channels from a source like TVGuide.com then upload the data you've scraped manually (.m3u playlist and EPG XML) into an app like perfect player from local storage. The m3u playlist is your content and the EPG data is your channel info. Hope some of this made sense, I know of easier ways to do it on Kodi with your own content.
Have a look at PLEX. It enables you to record live tv. You can schedule recordings remotely. Viewing can be done over the net or after synchronizing your client. This last option would for you when offline.
I don't think that the Flemish TV shows are on sonarr 😂 For sure not something like the 24h of le mans 🤔

So every month my data speed get reduced to 0.80mbp/s after I used up my "unlimited" data I pay 43 euro a month for "unlimited" internet But if you read everything you only have 20gb a month Watching 1 hour of streaming is about 2gb So after 10 hours my monthly usage is gone 🤦🏻♂️
I know you can do it easily on the Formuler Z8 with a USB stick plugged into it.
