I buy $100 visa/mastercard giftcards & pay through paypal as a guest. I think they cost about $5.

Yes it is. Keep in mind sending payment as friend or family you can not get a refund. If you send payment as a purchase and any issues occur you can get a refund from PayPal.

Can that information get the the authorities? Technically yes. But it's unlikely to be an issue. It has been very rare, in the US (don't know elsewhere), that anyone is penalized/prosecuted for subscribing to an illegal service.

Proving that someone is aware that the service is illegal is generally too high of a burden for the fine you can get from them.

i used paypal and dont expect any issues, but if there was an easier method of paying via bitcoin id probably do that, i simply dont understand how to buy/sell it and fees involved

I just use bitcoin and vpn from different country. Bitcoin is easy to use and very safe for small transactions like for iptv. I would recommend that. I don't use my paypal for anything like iptv and definitely do not use your direct creditcard or bank transfer..
