Formuler z8/z7+ can do that
Emby.
I believe Emby is the most stable I found for recording.
Much more involved than say IPTV Extreme or ProgTV to configure and you must have a very good EPG configured but once set up is like having a PVR Cable Box. It also requires a subscription or you need to pay for the lifetime license.
For the price of Emby though and for simplicity if the Formuler z8/z7+ are good and stable at recording (I don't own one). I would recommend that instead.

It'll take your IPTV providers M3U and the EPG URLs. You can record one offs, or series by setting an AutoTimer (Title/Description matches a pattern, Day of week, etc...)
Can run it on RaspberryPi/Linux/Docker
