To start, i`ll give some Bckgrnd info about me and my knowledge on the whole scope of the iPTv universe. Just in case readers can possibly correct me or helps shed light I'm a total noob when it comes to this whole iPTv thing. However, I consider myself informed and have researched the iptv business model operation. So i believe I have a somewhat solid grasp on certain aspects of the biz... i.e.the difference between an iPTv restreamer and a reseller etc.

One half of being a restream provider is to have access to the streams to restream. The other half is having the infrastructure to provide the restreams - software (such as xtream-codes), server(s) and sufficient bandwidth.
"I consider myself informed and have researched the iptv business model operation. " Did you research the legal ramification of becoming a restreamer provider, because they're really starting to crackdown on these services.
So what's your goal? To become your own service? If so. Be prepared to spend a decent amount of cash up front to get started.
