My internet struggles with HD channels at times, are there any providers I could use as a backup who provide a lot of USA SD content?
Currently running TPK/TiviMate on Nvidia shield. Speed test shows 10mbps, give or take.

Maybe your problem is bufferbloat . I've got a 15mbps connection and can watch HD channels while my kids are streaming NetFlix on their phones. It's not 100% all of the time, and something like a Steam/Xboxlive update can kill my IPTV stream, but it generally works.
If your router will support it, it's could be listed as SQM. More details here:

I think ipguys has low bandwidth streams.
Jarvis has a lot of low bandwidth USA channels
