Can't find exactly what I need. Help!

So, I am a US expat living overseas. I've been trying a bunch of IPTV services, but I can't quite find what I want.

Musts:

Catch up or some DVR. My TV watching time corresponds to mostly 1 am - 5 am in the states. So, not much is on live.

Catch up or DVR specifically for pbs (this has proven a tough find), discoveryid , or other crime show channels

C-span

Use through kodi or some PC app (I suppose I could run bluestacks or something for android) I watch TV on the PC

Check out Plex. With freeware product Xteve you can combine iptv (.m3u) and guide info (epg) and set up a DVR device in Plex. This gives you a guide grid to watch live tv and schedule recordings.

An alternative to Plex with xteve is to use ProgDVB to record for you.
