Best to use a server nearest to your location, so Thailand if there is one there.
All it is asking you is which location you would like to run the VPN from. Some locations may be faster than others. It will have no effect on anything else other than the speed of the VPN. Also, most VPN's have a "smart location" where it will choose what is likely the fastest connection for you.

The closer the servers location the better, generally. Don't be afraid to try out different servers, you can switch between them in seconds. Once you're connected to one, open up speedtest.net and check what speeds you're getting and compare them to a speedtest on your standard connection
