Some providers have VOD which includes subtitles, most apps have the option to enable/disable subtitles. If the provider does not include VOD then I am not aware of any app that would attempt to automatically find subtitles.

You can do a google search for sites that offer subtitle files and you can download the files. Trying to then match them to a movie is a hassle.
