Creating my own IPTV service?

I'll preface that this isn't for reselling - just for friends. Mostly friends out of town that want to watch blacked out local sports teams.

If I have three HDHR Prime CableCard units (9 tuners total) that have sources that are NOT copyright-flagged/DRM-ed. Is there a recommended software I can use (Windows/Linux) to grab those streams and make them available as IPTV?
