The seller is claiming that there is a VPN at the source and hence I wouldn't need to use one. Is this sort of thing legit? Would there be a, way of testing?

Within reason using your own VPN at least you know it's connected/working and you have control of the settings in the VPN app.
Wouldn't care if they are claiming that or not, I'd still use my own. But apparently I am in my own lane here most the time when saying VPN should* be a must, in this case, your own VPN (don't mean a self rolled one to clarify, but a VPN you pay for PIA, Nord, TorGuard, etc)

The VPN on their end will be for blocks. Use your own VPN for your own protection from your own ISP.
UK, US and Canada are all cracking down. VPN should be standard.

While I guess you could technically call it a VPN, what they are really using is a Reverse Proxy. I would guess they're using Cloudflare, or something very similar.
I would recommend using your own VPN still, especially if you're paranoid. Without one they'd still be able to see your personal IP address.
This means nothing because you're ISP would still see where you're pulling data from. They might have a VPN to them form where they're getting the streams, but that doesn't help you at all if you ISP was to dig into what you were streaming or if they got took down they'd probably still have your IP address.
