New to IPTV, looking to setup on a home server, recommendations?

basically have a server in the house, was going to set it up on there, what are the recommended apps to do this? Can you use the likes of Kodi, Plex etc?

Also can you recommend a service provider and has anyone any experience getting a philips tv using IPTV?

Service provider really depends on a few things:

1- What content are you looking for? US Channels? Canadian? UK? Sports?

- Based on this, I recommend posting to /r/iptvresellers and finding a provider that suits your needs, and is also in the same country as you (due to latency, buffering, home advantage when it comes to channels, etc.)

- Even when you find a provider that promises the sun, moon and stars, always TRIALS TRIALS TRIALS. Lots over-promise and under-deliver.

2- Not sure of Kodi or Plex, I know Emby can do this. Need to look in to m3u playlists and how to import them into Kodi, Plex, etc.

-This would be good if you want to keep both your home entertainment and IPTV all in one app. Aside from this, not sure of the benefits.

3- Depending on what your philips is running, it might be possible to install an iptv app. If it can run android apps, you're fine.

-That being said, lots of times it's better to just run off a dedicated device, such as a firestick 4k. Smart Tvs tend to be clunky or locked down.

With Xteve you can combine multiple iptv (m3u) streams with multiple guide (epg) sources. The output can be used to simulate a DVR device for Plex or Emby.

Look into a program called nextpvr. I have the server side set up on my pc and the player side set up on my Nvidia Shields I only use it for the slight occasion I need to record something. Has scheduled recording capability and able to schedule it to record a recurring series.
