I kind of do agree with seller tbh. Even though alot of people wont, If the terms are no refund, then using paypal to get one just because they let you, Makes you the dick!
If you cant handle terms of no refund, then either trail or make sure your order is correct or dont order.
Boom Media credits are expensive. I understand why he would be pissed. At $6 per credit you can't expect the guy to be jolly about that
If that was me you wouldn't be getting back a refund at all. Especially since it was your fault. Those credits take money to use . Money out of his pocket.
I think resellers should be weary of you instead of the other way around. Go around making orders and expecting refunds like it's free

Yeah most resellers won't accept refunds, but depends on the circumstances.
If I notice an issue or something the client may have missed, I always ask before putting any credits into an account.
I also say no refunds, but I CAN go through my provider to be refunded credits if I have to. If It's a legitimate mistake I'll work with the client so everyone ends up complete.

i asked for a refund 2 weeks into a ebay iptv sale and got my money back thanks to ebay/paypal's 30 day warranty. afterwards seller emails me to contact him privately but i never bothered... not sure what that was all about - LOL i was not a jerk, i gave him 5-star feedback, but i warned others in the text line - while his deal was cheap, his channel bundle was way below average...
