I have over 20 Youtube links that I set up this way (See Below.). They are the raw Youtube links that will play in any browser. I put this link into VLC and came up with a link built into it with a file kill date. I do not want to post the link here as it is amazingly long, but it works. This is a show from the 80's era called Project UFO. I want to be able to cast it to my Roku box VIA IPTV. I hope this is specific enough. I also tried -1 instead of 0 and it did not work.
