Some friends told me that the Z8 is the best for IPTV but is shit for Netflix and the screen cast. I also would like to use Spotify and YT with my box.

im happy with my h96 max box. might not be the best but was only around $50. also the T95Q is a good box for around $50

If it's android, then Netflix only supports HD on certified devices. That list is pretty limited. Shield, firestick, and the older Nexus players are the only ones currently supported.
So if Netflix is really important, shield is your best option. I use firesticks, which are perfectly fine for iptv, Netflix, etc as well, but not nearly as powerful.
Shield and one other box can’t remember are the only2 I know authorized by Netflixto stream their service
Mi box if you want netflix, Z8 for iptv.
Minix has a good box for the money.
Shield is a bit of overkill if you only want Netflix, YT, IPTV and stuff like that... Any generic Chinese box will be more than enough for those tasks
