Generally that's going to be the fault of the stream being encoded at a low bit rate. Picture might look fine for slow moving scenes, but when there's a bunch of movement you'll really notice the degradation.
Probably your tv service not the tv
If using samsung disable automotion plus as mentioned above. I experience the same on both my samsung mu8000.
What application do you using for IPTV ?
Depends on the service, your WiFi etc. You are also using a Stick and expecting perfection from a illegal stream.
Turn off motion blur/picture smoothing on your TV.
