That is the XCIPTV app. Its he Xtream Codes app that works with most providers. If you're getting that error it's because their (your providers) servers are down and so no one can log in. Because of what happened alot of providers are still down or are up and down as they sort through their problems and migrate to a new panel. If your provider or reseller isn't replying to you, you'll just have to be patient while they fix their issues.
First thing you should do is check your reseller and report it. The vendor you bought it from would tell you all this. You a fed?
