I've done a few trials. Sports channels quality was not very good. Furthermore - Israel local channel were pretty poor.
Were things much better quality wise before the XC thing?

I've noticed frame rate issue with some sports. Soccer is mostly fine but the hockey I've seen is practically unwatchable due to the fast pace of the game. Football and baseball seems choppy as well when the camera switches to wide field shots and quick plays.
I've only been with IPTV since June so can't speak to what it was like before that.
I've noticed a lot of my providers streams have gone down to 30fps, which is not very good, especially for hockey.
Most services still have the same Video quality but a lot of the services haven't been as dependable since the raid so you will find a bit of buffering with a lot of them. I think things will improve in the next week or so. We just need to be patient.
