Ok and if my TV has an optical output. And I connect my IPTV box to the TV and the TV to the receiver will I get a Dolby audio?

Almost all IPTV streams use he-AAC audio. While it is technically possible to use AC3 (Dolby) audio in an m3u8 stream, it presents a number of problems including the fact that you need a licensed player to decode the audio. TVs have the decoder built in, but phones and tablets do not.
