Catchup hasn't disappeared at all. Was down for a while like everything else but is definitely part and parcel of any decent provider
No. Cloud DVR is not a thing in grey market IPTV world. The closest you will come is a provider with "catch-up" feature which has now all but disappeared due to the XC debacle. Hopefully as IPTV provider began to recover, it will become available again.
