i don't know what to say that will help but a little reality shouldn't hurt.

extreme codes were down but not IPTV in general, so what your calling an IPTV server was really a software front end for a type of content management that allowed the administration of accounts that included activation...but it is all automated through software processes. those processes can be handled by already released modified software not to mention there are all in one provider that didn't use extreme, to begin with so they never went down

an actual IPTV server wouldn't do much...you need multiple servers in as many geo-friendly locations as you can muster and they would need to be sourced by a box/receiver/ird for each individual channel you want to offer if it is an actual IPTV server you want to run. You would be David taking on a Goliath level task.
