You don’t need extra remote. With libreelec you can control your Pi with the tv remote. And for Iptv on Pi you need more than 2gb ram to play nice. I have 3B and it’s slow loading but still I can watch.
No. Refresh rate is still bugged, tearing during all video in Librelec. Apparently the bug was fixed in the latest mesa drivers in Raspibian, but i dunno if it's made it back into Kodi yet. At least h265 and flac is usable, but for general use i stick with pi3 for now.

so many devices to watch iptv on! the best is to do with a persons preference' you need to do a little homework see whats out there and prices vary hugely!
