is there a good software / server that i can runing on a local Machine (Home)to Manage diffrent IPTV Provieders
Creating and Manage Groups / Favorites, I dont need 14k Channel I will sort them out

Try TVMosaic Server for Windows. 40 bucks for lifetime license.
Not sure if Emby or Plex allow you to do that. Tivimate allows you to do it at the app level but if you're trying to do it from a server you might want to check into Emby or Plex.
xTeVe does a pretty good job of that.
