Is there a way to share the ip tv from shield to phone is they are in same network. Also is there ip provider who allows more than one device in plan.

You can opt for multi room option if you want to watch on 2 different devices...PM for more details
These are the guys i use, highly recommend, they have several packages and awesome support, only on discord
You can have as many devices as you want, that doesn't matter. What matters is active connections at the same time. I.e. if you only have one connection, you can either view on the phone or on the shield but not both at the same time.
