I find ProgDVB the best for windows.
Most good iptv services have their own windows web player where you would enter your user name and password.

Smarters has a windows app, but half of the functionality isn't there yet.
Have a look at Best Player in the Windows Store. It's not Smarters however it is actually pretty decent. Just beware it's a paid app however it's got something like 75% off at the moment and is £2.50 (UK). It also has a free trial option however the offer is about to end.
Edit: Also if you have an Xbox you can pay once and use it on several devices. You can then click on a button within the player on Windows and save your playlist to onedrive and on the Xbox click on download playlist and it'll install it for you literally with a click.
