I plan on using the android tv box for a GranBoard dartboard setup. It would run the scoring app for it but I would also like to be able to use it to watch a game if needed to while I played darts.

Most android boxes are just tablets that have had the screens removed and turned in to a TV box.
Android TV boxes can run most (not all) phone apps, however if you cannot find the app in the playstore on the particular android TV box (,shield, mi box, nexus player etc) you will need to side load it.
If you mean the Chinese boxes yeah you can install any phone app, they're running the exact same version of Android.
As for touchscreen, not certain, I'm sure it's achievable with a bit of tinkering.
Got ask tho, why would you want a touchscreen?
