You can comfortably serve 2 streams with 1000 users on a $1000 per month server, so your dream is shattered unfortunately
With OVH max bandwidth they offer is 4 Gbps (700 people + 100 channels in HD). They charge approximately $1500 for a server you would need for that many users. That's about 12 cores, 128 GB RAM.
As for restreams, you need 1 connection per channel, and you can then restream from your server unlimited using Xtream.
It all depends on the hardware and streams quality, common stream takes 5mb/s if network bandwidth 1GB you can handle 200 connections. it can be 1 or many servers depend on your topology.
