With iptv, its all about just try and see for yourself. It could be that 10 and 20 could be the same service, and one just wants more money. Or maybe 20 is really a premium service. Don't know until you try.
depends some services actually use the ten dollars to better providers higher quality streams etc. Yet, most part 20 dollar subs are kind of not worth it in todays market for base line. I think theres plenty of competitive subs at lower price points 15 dollars and below to convince most buyers to not choose a 20 dollar one. Unless theres something truly special about a 20 dollar one may be best to save your 5 bucks.

you get the same, but the guy that sells it for $20 makes $10 more than the other guy.!
Some could be a direct seller, some a reseller who have to charge more. I charge 1 month £10 3 month £25 6 month £40 12 month £50
