As one person said, the Shield is great but might be expensive depending on your needs. If you want something cheaper and simple, head to Walmart and get a Mi Box.
FireTV stick for the budget conscious or I second the Nvidia Shield. I have both! Just depends your budget.
Get a dedicated box like the Formuler Z8 or Dreamlink T3. Both have a way better remote than the shield and also the dedicated IPTV apps are better than any other android app running on the Shield. Shields are great if you plan on doing more than just using it to view IPTV.
A quick thought - if you are using YouTube TV, your choice drops to the devices they support. Saw another thread that YouTube TV only shows up in 480p if it is not in their supported device list.
I have a mi from Amazon that works like a charm - have 100/100 speed internet and connected wirelessly. But I use it for viewing iptv only including Netflix, Hulu, Prime and YTTV. Not planning to game etc.

I got the formuler z8 and it’s spot on mate, good user interface, fast to use and the app is great on there to watch tv
Any old box will do for VOD and iptv. Especially any android box made in last 3 years. If you’re buffering , 99.9 percent chance it’s on the iptv servers end rather than the box you’re using. As long as your internet is over 50mbps...you should be doing fairly well and I’m overshooting it really with that number.
The Amiko A6 boxes are supposed to be decent my man! They are Chinese replicas pretty much of the Z8s for a lot less wonga!!

Nvidia Shield, the fact that it's hard to find should let you know it's the best on the market. Not sure where you're located but here in the US they run $199 for the Pro and $149 for the tube version.
