What makes streaming faster on the Shield Tv (2015 version) vs a 2.4ghz 2gb android tv box? The Shield works flawlessly on Shield Tv even on 2.4ghz.
Is it the ram, or what?

I think it's the chips they use. They are made for media vs android box which usually is cheap Chinese garbage. I love my shield and won't use anything else
In this case I think the problem is the poor quality WIFI chip on your box.
Try it with an ethernet cable to diagnose the issue.
The answer is simple: you're comparing the best streaming device with some cheap Chinese junk. Of course it has difference.
factory reset your android box. always makes things faster.
Could be a number of things. What exactly do you mean by “slow”? More buffering?
The reason for this is a combination of software and hardware. A cheap android box would be lacking in every way. Often running with an extremely basic, terrible Android skin which hasn't been optimised for the device you're using. Often with the cheapest possible SoC (CPU and GPU) which is probably barely capable of streaming live video, if at all. It likely has the cheapest possible WiFi chip, making a network connection extremely unreliable on it.
By contrast, the Shield TV is running a well optimised version of the Google-approved Android TV, and the Tegra X1 SoC. Everything just runs better when the device isn't absolute trash.
