Any application for CC (Closed Captions)?

Question

I have IPTV but I don't have CC (Closed Caption) for every live tv channel.

I use Kodi but the player doesn't detect every Closed Caption.

I know for the TiviMate app but it's only for Amazon Fire Tv Stick, I need an application for Android Tablet?

Yeah, that's a provider issue.  No application is going to make closed caption available if it's not in the stream to begin with.  Most providers don't bother with CC.  Good luck finding one that does.

Closed captions are embedded in the streams they're either there or they're not
