When you connect to a foreign server, all of your data passes through that server. If you are connecting to your “local” iptv service, your data is being transferred through that foreign server which will definitely slow down your data transfer.

If your VPN allows you to connect to the fastest server, you'll notice that it's always a local one. A foreign country server is usually slower, however depending on the VPN provider, the difference is either minimal or dramatic. Who's your VPN provider? And why are you connected to a foreign country may I ask?
