I've recorded on a 254 with no issues. Not sure why its not working for you.
You can do it on IPTV extreme on android.

You can with implayer. You can download anything in your vod section, tv series section and can download from catch-up if your provider provides catch-up. You can download to either local directory, external storage or you can also record and download to network storage shares (smb and Nas). You have to pay for the app to utilize these features. It's only roughly 15$ for a lifetime subscription. It's pretty much the same app as the mytvonlibe app that comes on the formuler boxes. Except this one actually works on all Android and firestick devices and is constantly getting more features and updates just about weekly. Not that there's issues with the app. The dev just keeps adding more features to it. I've had the app a little over a year now and really like the vod, tv series and catch up download feature.
Yes, you can use PC! Open m3u list with notepad, find movie url that you want to download and paste it to browser or any download manager!
