Using a tool like Tivimate allows users to hide what they don't want to have show up. Not a provider but I am guessing creating personal packages would be extremely time consuming and ultimately very expensive to make it worthwhile.
Yes they can do it on the panel but depending on how they handle renewals then it will just reset after you paid. It's not worth the hassle for them though.
It's far easier if you use xeev or m3u4u and just do it yourself.
I can change the package with the provider I use. They give access to a dashboard where you can manage your countries, download m3u and so on.
They don't normally do personal packages. With an enigma2 device, you can choose which bouquets to use from the full list & also choose the exact order which the channels appear & whether channels appear in the bouquet or not. You can also create your own bouquets & include channels from different suppliers.

If you are looking for movie only then use Wako with Real-Debrid sub, watch what you want with highest quality possible.
Some providers in your online account, replicate the bouquet so you can edit it ..takes ages ...lol..
I have that option on my panel as a reseller and I ask the people ahead of time what they would like to exclude. However there is no difference in price. I can see where it would be a big chore for a big seller. Most of them will expect you to edit your playlists through your app.
Use a newer Formuler device. you can pick which categories you want or dont want. as well as make a favorite list of just the channels you want
If you are using an Apple tv, an iPhone or an iPad, you can use an app like iProTv to hide all the categories(live channels, movies and tv shows) you want or/and create your own categories like « us channels » or « Hollywood movies » ..
Or if you are using m3u file, you can download it, remove all the content you want then host it in Dropbox and add the Dropbox share link in the app you are using.
