My friend has a nice setup on his TT TV Box Model: X88 RAM: 4G ROM: 32G

Is there a way to clone everything he has onto a different android iptv box?

Yes there is! Given that donor and receptor are from the same manufacturer, are the same model and run the same android version. But the method would take longer than installing all apps and will require root on both devices. Using a NANdroid backup.

  1. Root both devices.
  2. Make a nandroid security backup on the donor box.
  3. Restore in the receptor box.

Needless to say that everything, and when I say everything I mean every single setup will be cloned, from apps to WiFi passwords and personal Google accounts.

This is how those who sell customised android boxes do it, they don't install custom apps one by one but they overwrite the operating system.

Out of curiosity what is it you want to copy? If it's just an IPTV app and layout can't you just do it manually?
